The Xiamen Local Taxation Bureau was established in September 1994 after separating from the former Xiamen Taxation Bureau. It consists of 12 division-level units, including the Office, Division of Personnel, Division of Propaganda and Education, Division of Policy and Regulation, No.1 Division of Tax Policy, No.2 Division of Tax Policy, Division of Fee Collection and Administration, Division of Foreign Taxation (Joint-work with Foreign Taxation Branch of Xiamen Local Taxation Bureau), Division of Tax Collection and Administration, Division of Planning and Finance , Division of Discipline Inspection and Office for the Party Affairs and Governance. It also has four direct administration institutions,including Zhizheng Branch,Foreign Taxation Branch, Tax Inspection Branch, and Information & Technology Branch, and six District-level branches, which are Siming, Huli, Jimei, Haicang, Tong’an and Xiang’an District Branches, as well as two special branches which are located at the Torch Hi-tech Industrial Development Zone and Xiangyu Bonded Zone. By the end of June, 2010, it had 844 employees and 112,342 taxpayers. In recent years, guided by the important ideology of the“Three Representatives”and the spirit of the Sixteenth and Seventeenth National Congress of the CPC, Xiamen Local Taxation Bureau has fully practised Scientific View of Development and economic view of tax collection. With standardized and precise management and an information advantage as a basis, it has successfully improved its system of collection and management, deepened its management base, optimized its tax-paying services and made remarkable progress in increasing the quality and efficiency of tax administration. Moreover, it also made notable achievements in team building and in promoting professional attitudes. From 1995 to 2009, tax revenue totaled at RMB 93.549 billion yuan, increasing by 21.01% on average each year. In 2009, total revenues stood at RMB 24.509 billion yuan, including RMB 15.61 billion yuan from tax revenue, more than double that of 2005, and 17 times as much as that of 1994. The tax and fee’s collection per capita was more than RMB 29 million yuan in 2009,among the very best in the country and tax collection has realized the pattern of“tax collection computerization, office automatization, and service informationization”.Due to these achievements, the Xiamen Local Taxation Bureau got an honor of Excellence in the Information Building granted by State Administration of taxation of China. It has also made remarkable achievements in developing a professional culture and promoting professional attitudes, and has been awarded Provincial Civilized Unit, Xiamen First-Class Up-to-Standard Civilized Business and Excellent Unit of Civilized Business, and most importantly the National Civilized Unit for two consecutive years.
